Dear Reader, Vitamin B is so often taken for granted, but this oldie but goodie is worth revisiting often because of its massive list of benefits. I've long talked about those benefits of vitamin B on so many aspects of health (most notably, for lowering levels of homocysteine, a known risk factor for stroke and heart disease). I even gave B-complex vitamins pride of place on my 2015 Desert Island Supplement List (subscribers can access this comprehensive list simply by logging in; if you're not already a paid subscriber, you can learn more here). Now, a new study reveals yet another benefit. In the study, researchers showed that vitamin B3 (also known as nicotinamide) has been shown to reduce significantly the risk of developing further skin cancers in patients who have already been diagnosed with non-melanoma skin cancer. And in a cheap 500 mg-twice-per day dose. This is important to me, not only because skin cancers are becoming increasingly common, but because I, too, was diagnosed with one of these cancers one year ago. Considering that non-melanoma skin cancer is the most common cancer worldwide, this can have a significant impact on not just lives, but on healthcare costs, as well. This study was done in Australia where they have a large incidence of skin cancer due to their climate (there, it is four times more common than any other cancer, and it affects more than half the population during their lifetime). The results are impressive and showed that patients who took nicotinamide 500 mg twice daily for 1 year showed a 23 percent reduction in new diagnoses of non-melanoma skin cancer, compared with those who took placebo. That's significant, since in the U.S., about 5 million people each year are diagnosed with non-melanoma skin cancer. The benefit from nicotinamide started to be seen at 3 months, and that benefit wore off fast when patients stopped taking the vitamin. The researchers noted that nicotinamide offered this cancer protection by working in two ways: helping repair DNA in skin cells damaged by sunlight, and preventing the immune suppression effect that ultraviolet light has on the skin. It is still unknown as to whether B3 can prevent skin cancers in those who were never diagnosed with one, but I know I am going to start recommending this simple supplement to even more people than I already am. Which is a lot. Oh, and this isn't to say that we still shouldn't be using other sunblock—just use ones that aren't loaded with toxic chemicals, as those can seriously mess with your endocrine system. Opt for a product with organic or natural ingredients (as I've noted before, some of my personal favorites are sunscreens by Lavera, Aubrey, Earth's Best, and Soleo). Look for ones that contain natural botanicals such as licorice, curcumin, aloin, ginsenoside, or epicatechin— all of these naturally protect against UV damage.

Now, a study adds yet another virtue to this vitamin's comprehensive hit list. According to researchers, diabetic neuropathy—a painful condition—is associated with reduced vitamin D levels, regardless of sun exposure. That's an independent association, which is significant. 

The correlation is so great that researchers even noted that supplementation may play a potential role in the treatment of this condition. (When researchers are suggesting taking vitamins for actual treatment, you know the results must be impressive.) 

Researchers studied 45 patients with type 2 diabetes: 17 with painful neuropathy, 14 with painless neuropathy, and 14 with no neuropathy. They also looked at 14 healthy volunteers. All had vitamin D levels measured between May and September and answered questionnaires to assess both symptom severity and their amount of sunlight exposure. 

After adjusting for differences in age, BMI, and sunlight exposure, researchers found that vitamin D levels were significantly lower in the painful-neuropathy group: 34.34 nmol/L vs. readings of between 50.00 to 64.95 nmol/L for all the other groups. This is a significant difference. 

If you or someone you love is suffering from the painful symptoms of neuropathy, and you're not already supplementing with vitamin D, you should start today. I generally recommend 5,000 to 10,000 IU of vitamin D3 daily.

LA’s Neighborhood Councils: Theatre of the Absurd

LA’S NEIGHBORHOODS-One of the fascinating things about Los Angeles is that it has no institutional memory - everyone is from somewhere else, is moving in or out of wherever they live, its buildings are constantly being torn down and rebuilt as the latest and greatest, and a constant flow of newcomers don't care much about how things 'used to be'; it's what’s trending on Twitter or Facebook that counts.  {I DO, nota bene, Dr Olga Lazin Andrei}

So here's an historical note.  A few of us have been around the Neighborhood Council system long enough to remember the promise of the Charter Reform which led to the creation of the Neighborhood Council System.  We remember the number one priority of the system as laid out in the City Ordinance back in 2001: 

"WHEREAS, the goals and objectives of the Neighborhood Council system are to: promote public participation in City governance and decision-making processes so that government is more responsive to local needs and requests and so that more opportunities are created to build partnerships with government to address local needs and requests ...  " 

Ah, those heady days!  Who would have thought that within 15 years the City would figure out a way to reverse the promise, totally control (photo above) the Neighborhood Council system, choke off meaningful pushback by the stakeholders, and by golly claim victory. It's one of those "only in LA" moments. 

Consider.  Even as the size of elected officials staffs swell, and the Mayor announces a new City Initiative almost every day, the staffing for the Neighborhood Councils has gone from around 52 in their heyday to under 10 (ten) as I write.  And at the same time, the City trumpets how we now have (clap here) 96 certified Neighborhood Councils and counting (down, I believe to 93 since the announcement). 

The Council and the Mayor pat the Neighborhood Council's on the head even as they sell the City of Angels off to real estate developers and displace those who are diverse and not affluent -- the very people who define the true character of our City.  If you don't believe me, just see Jack Humphreville's recent CityWatch piece on Herb and Eric's latest gift to our citizens.  Or look at the annals of CityWatch.  You just can't make this stuff up. 

How did this come to be?  As a great believer in economic determinism (I note that Charles A. Beard's work 'An Economic Interpretation of the Constitution of the United States' celebrated its 100th anniversary recently), let us follow the money. 

The City controls the money for the Department of Neighborhood Empowerment (DONE), and it's Commission (BONC), who staff and regulate the Neighborhood Council system.  Since the Neighborhood Councils aren't a regular part of City Government, they have to rely on these two resources to distribute funds, pay for things the Councils want to buy or contribute to, and provide staffing such as clerical support/supplies/printing etc. 

Well, DONE got BONC'd by the City.  After an abortive attempt by then Mayor Antonio Villaraigosa to simply eliminate the Department, the City got clever and started to strangle the Councils by drying up the money.  Without money and staff, DONE becomes the bottleneck which freezes the ability of the Neighborhood Councils to take any action.  I guess someone figured that the cost savings from beggaring the Neighborhood Councils will help offset the unfunded liabilities which the City faces.  On an $8 Billion City budget, ask how that math works :-). 

As a direct result of these 'efficiencies', anyone but a politician knows that it is physically impossible for 10 people to adequately staff and support 96 (or 93, or whatever) independent Neighborhood Councils.  Witness the recent action by LANCC (Los Angeles Neighborhood Council Coalition) to ask the Neighborhood Councils to in effect petition the City to provide more staff for DONE.  From a Charter priority in 2001 to 'Mother May I" in 2015.  Wow!

But wait, there's more.  Starved of funds, the bureaucratic response to this money/staffing problem is for the folks at the top of the food chain to simply issue Edicts, and unilaterally impose their will on the folks who were supposed to 'promote public participation in City governance and decision-making processes...".  From bottom up democracy to Imperial Edicts in one fell swoop. Or, as my headline states, The Theatre of the Absurd. 

We now have new Council Ordinances to govern us, and BONC (too bad its not spelled BONK) Policies.  Approval to expend funds is subject to prior approval of DONE which can't handle their own payroll, much less the  ever increasing and contradictory 'rules', which result in Neighborhood Councils unable to actually expend their funds for something useful to their communities.  Instead, the unspent funds can be 'swept' by the Department and/or the City for their own purposes.  Pretty slick. 

And just to make sure that the troops are toothless, the City Attorney gives 'privileged legal advice' to Neighborhood Council Boards to stop them from actually acting on their agenda items. You know, the City Attorney -- the guy who has 'outsourced' land use litigation to the developer's attorneys so that the citizens get to pay to get hosed.  The net result is that the Neighborhood Councils can try to stop something, and then have the taxpayers pay the tab if they are lucky enough to push back against the developers/billboard companies/ etc. 

I'm starting to think that we my need another Valley Succession movement.  And here in Northeast LA where I reside, we probably need a NELA Succession movement before the PLUM Committee (don't you just love that title?) gives away all the rest of our land to gentrifyin' developers so they can squeeze who’s left of regular folks out of their homes and neighborhoods. 

Just sayin' …

Plan your route using LADOT or Metro bike maps. Bicycle racks are located on Wilshire near the intersection of Spaulding, and just inside the 6th Street gate.

From the Santa Monica Freeway (I-10): Take Fairfax Avenue north 2 miles to Wilshire Boulevard.
From the southbound Hollywood Freeway: Take Highland Avenue 3.5 miles south to Wilshire Boulevard; take a right on Wilshire and proceed 1 mile west.

Self-park
Parking for LACMA is located at the Pritzker Parking Garage on Sixth Street, just east of Fairfax Avenue, and on the corner of Wilshire Boulevard at Spaulding Avenue. The $12 charge may be prepaid at a pay station located in each parking lot. Parking is free after 7 pm entry.

An annual parking pass 
is available to LACMA Members at the Dual level or above. Visit the museum's membership tables during regular museum hours or call 323 857-6151 to purchase the pass for $60 and receive parking validation for one year.

Reporting to the Associate Vice President of Education and working closely with the Senior Vice President for Education and Public Programs, the Docent Council Coordinator is responsible for overseeing the day-to-day operation of the Docent Council volunteer group, scheduling school tours, interfacing with teachers, providing materials for docents touring special exhibitions and the permanent collection, and scheduling training sessions. Some duties include: Oversees all logistics related to school tours on-site; provides assistance to teachers in planning their visit to the museum; schedules school tours and maintains online reservation system; manages the free bus program for school tours, including working with bus companies and schools; maintains and analyzes statistics on school and public tours; works with Development and Special Events to arrange docents for VIP groups; works with the Supervisor of Operations, On-Site Services to run online booking; provides general support and guidance to Group Sales in arranging tours for paying guests; updates the Bring Your Class to LACMA and calendar web pages; works with content specialists, curatorial administrators, and curators to obtain object lists, reference materials, floor plans, and other materials needed for docents to prepare their tours; schedules training sessions for docents with curators and educators; facilitates procedure meetings with Security, Box Office, and Education staff; tracks, analyzes and manages a $135K budget for busing and supplies; order supplies and submits purchase order requests and processes invoice requests as a Power User; works with the Senior Vice President for Education and Public Programs on the overall scope of the docent program. You’ll learn about operating and maintaining a Cannabusiness, Horticulture, Legal Structures, Civics, Economics, Advocacy, Politics & History, Science, Methods of Ingestion, legal implications and much more. Be prepared to take good notes because we are going to give you a ton of useful information. The Basic Seminar is suited best for students who need to complete the curriculum quickly or who cannot meet regularly during the week. The Basic Seminar takes place over a Saturday and Sunday, totaling over 13 hours of instruction.
